Terms of Reference

The Terms of Reference for the Committee of the Whole are outlined in the "Regional District of Nanaimo Board Procedure Bylaw No. 1862, 2022" and as outlined in the following excerpt from Section 24(a).

The Committee of the Whole comprises all members of the Board and its meetings are scheduled at least quarterly at the call of the Chair.

The Committee of the Whole, in an environment that provides for less formal discussion and debate, may consider any matter of the Board including issues related to:

  • Regional parks and trail systems
  • Solid waste services operations
  • Nanaimo regional transit service
  • Employment contracts
  • Board procedures
  • Advisory committees, commissions, and external organizations to which Board members are appointed.
